Skald not getting Pick Pocket points?

My Skald has hit level three, and hasn't gotten any points to improve Pick Pockets yet. I realize the actual skill is cut due to the class, but shouldn't he be getting points toward improving it by now?

Skalds are quite ineffective at pick-pocketing. Skalds start with 10 points in this skill and receive a quarter the normal points (i.e. 1.25) per level. The skill caps at the score of 28 at level 16, plus a quarter of the normal dexterity modifier.
