You can only dual-class from kits, not to kits.
And no, fighter level 3 is much too early and not worthwhile. Take a look at the tables that show the stats progression for the classes. At level 3 a fighter hasn't gained much in terms of THAC0, proficiency points or APR. At most you would be able to reach grand mastery skill with a weapon, but as a druid you want to focus on spell casting. The earliest you would want to dual-class a Fighter is at level 7. Next sweet spots would be at levels 9 and 13. For some thieves, dual-classing earlier can be a good idea, though.
As D'amarr mentioned you can't dual to a kit, only from a kit. However, I should mention that using EEKeeper it should be possible to modify your character so that the kit is on the second class.
Also, you can only use Druid weapons after you dual class to Druid so don't spend any proficiency points in non-druid weapons.
