Double click on the opponent (or in the editor menu, go to "Switch to-[opponent]") then go back to the editor menu and select "Add Unit". Now add whatever unit you want.
Go back to [Your side] using the same method, use "Add Unit" again, to add what you want, and then fire away.
As for direct sensors-1, let the game run for a few seconds unpaused after switching so that the calcs can run, and 2-start with very easy targets (as in, Burke on one side right next to a tanker on the other, placed with "see all" if necessary to tell where the other is), and then move out.
Land units (especially vehicles) are a lot harder to detect. Make sure the radar (in the parent unit DB) has "Land search-mobile unit" enabled.
Also, it doesn't hurt to use powerful sensors-put a Seahawk on each destroyer and turn on the radar, and have E-2s off a carrier.
If you're having more trouble, go register and post a thread on the Matrix tech support boards with a file of the no-vision http://www.matrixgames.com/forums/tt.asp?forumid=1279 . You MUST have a zipped and attached save file, as without it no one will know what to do. Even if it isn't a bug, at least the developers will see what you're doing wrong.
