Only thing that seems possible is some kind of add-on / third party program, that renders the 3d of the moment, like stonesense does when playing Dwarf Fortress. But I'm not sure, I know nothing about programming.
But the real question is: for what? I love Wargame games and Cold Waters too, but they are totally different kind of entertainment. And to be honest, imo CMANO's graphic is already functional (you don't play using text interface after all), and W:RD and CW are pretty elaborate for me (but maybe I'm just old).
I think that CMANO imitates a radar / satellite display in some way, and this is the only way to... well, command your forces effectively. There is just no reason to invest great amount of work and give the players an option to glance at 3d models just to immediately go back to satellite view.
But, I admit, it would be cool someday to have a sim in CMANO's scale with full 3d, scalable engine.
Plus it would be a completely impractical task to make 3D real time models of everything in the database, even if it was with Fleet Command graphics quality, let alone something like Cold Waters or Red Dragon.
And that is factoring out things like missile launches, artillery and CIWS firings, chaff, and explosions.
Frankly, it really isn't needed.
Every single plane, every single ship, every single land unit and facility should have a fully animated detailed 3D model.
Considering the shear amount of units and the size of the dev team, that would probably take a couple of decades to complete. The good news is that at the time it would be completed, PCs would be powerful enough to run it.

For me 3D graphics would totally ruin the effect. Any sense of immersion would evaporate.
