Report a translation problem
Over on reddit some users had success in solving this problem with changing their beta client participation. (Either from in to out or from out to in, both were mentioned successful for some users.) Might want to try it out, if you're having problems. (from: THIS THREAD <- maybe try posting there too for more information)
And that refunding a game seems to lock trading card drops to ~2hours ...

The trading cards are out of my control so I can only guess that free games get different treatment. I was told to add a donation DLC and that might grant access to these features again.
Can you find other free games that drop cards?

Okay what's going on James? I bet you're hiding something from us and not telling us the whole story.......hah....
I bet that's it! Either that or you just want to force us to *donate* (hence you at least get something out of a free game) for the cards to drop when in fact you can get the card to drop without any donations of sorts, as you can see with the other four games as proof!
So I won't bother to dig into it deeper since I have very limited power supply (80W Solar) and other things to worry about atm.
Are you living frugally by the way?
Point is that it's steam's 'thing' so if you think it is not behaving as intended then you can contact steam support. I'm fine with them beeing free. And let me know if I'm wrong!
