Game won't start

Tried starting it up on windows 8.1 but the game won't show or even start up!
How do I fix this? It will show 2 process in the taskmanager, but it will not show any view of any game.

What do I do?

I have the same problem under win7 64bit.
Edit: After I changed the language from german to english it works now.

Where did you change your language ? In steam itself? Or windows language? Because my PC still has this problem.
