What kind of modding in the engine you actually know about besides Liveries?
Most games on steam got lots of modding varieties more than this game and don't even get their own workshop.
Except for livery mods and retextures which are the only ones possible, nothing is possible.
And those mods can be easily found online.
Waste.
There are indeed some interesting mods hidden out there including a Car mod that adds some cars from Dirt 2 to Dirt 3, see the Link:

But its also true that the most common mods are liverys and i have yet to encounter a map/level mod. Would be awesome to have some Dirt 2 Maps/Tracks but im pretty sure this is impossible without official tools. There are some mods that change the Weather on some Tracks though and thus could be considered a "map mod".
Regarding workshop support, im not really a big fan of the subscribtion system that mostly requires to be online for the mods to work. I always prefer to install mods manually so i got the best control over my installed mods.
Codemasters used a nice way to handle mods in Grid 2 with its own drag and drop mod Folder, so you dont need to override original game files. It also creates a seperate offline savefile if you run the game with the mod start parameter, thus preventing playing/cheating online while keeping to be able to save singleplayer progress.
I can see that something similar could work in Dirt3. But unfortunately there arent any official mod tools for Dirt3, so the mod variety will stay rather small.
