Not launching: DiRT 3 Complete Edition

When I click in "Play" the DiRT 3 logo pops up as if it were about to open but after a few seconds it closes and Steam shows I'm not running anything. I kept an eye on Task Manager only to find the DiRT 3 Complete Edition process get in a "Suspended" status and immediately closing afterwards.

Before you comment: I tried re-installing and repairing both OpenAL and vcredist_x64 / vcredist_x86; I also tried running in compatibility mode for Windows 8 and "Open this program as an administrator", but to no avail.
It is worth noting that I have played 44+ hours before this; last time I installed it, I could run it and played a good couple hours but when I tried to play it the next day, it wouldn't launch... :(

My Specs are:
Processor: Intel Core i5-7200U @ 2.5GHz
Graphics Card: Intel HD Graphics 620
RAM: 6 GB
OS: Windows 10
