Nobody can. Codemasters didn't want to pay licensing.

Because license for cars etc has been finished like 1-2 years ago (and they madde giveaway for last day).
You can still find CD-discs in the shops.

Game is taken out of steam because license that codemasters bought in 2010-2011 has been expired.
You can still buy game from 3th party code sellers or search for a shop with cd-discs and with dirt 3.
