repairing body panels

On the bench near the lifters. You have to upgrade tools to max though.

walk up to the damage body, right click to remove, go close out the auto shop on the computer or tablet, then open the body shop, and they have all the body parts

in tool station, its not there

Your repair skill has to be maxed out in order to repair the body.

...then click on the green tank between the lifters, and you'll get the option to repair the frame of any cars on the lifters. There will also be a cost to repair.
