Well, he possibly might not have the Performace DLC. In that case, He may not be able to do that, OR he could if he was creative enough.
It's pretty absurd that you can't install the supercharger on any V8 OHV as an optional part like you can with all the other performance parts, but that's the way it is.
I really bet you can put a supercharger on a V8 OHV without the Performance DLC. The supercharger comes with the game. And it came wayyyy before the Performance DLC even came out.
Halp me now. Pls? I could be wrong. And that's okay. Don't run me down about it.
And yes, the supercharger came stock with the game of its first official release. That means you can possibly install a supercharger somehow.
Note that just because it's in the game doesn't mean it's available without the DLC. It's not at all uncommon for stuff to be in a game but locked out until some upgrade is applied.
