Bobby glitch in “The House of the Inventor”

On the way to Dr. Faraday’s, there’s a single bobby behind a chainlink gate. I approach the gate and get a prompt to talk to the bobby, but nothing happens. I can’t interact with the bobby or gate at all except by throwing bottles. Something similar is happening at Plassey Bridge. I tried to bribe the bobbys and now all I can do is give them more scotch.

Is there a way to fix this or go back to when I arrived in Maidenholm?
