Haute cuisine bug (build 1.3.70168)

I can't talk to the cook to complete the quest, tried save/quit & reload, no dice.
Description: I wandered upon the tower from the open side, noted the locked door (backed up when trespassing notice popped up), then tried to sneak up on the guards. Failing miserably, I took out 3 of them, then snuck up and choked out the one up top. Before I saw the kitchen key, I lockpicked the chest on the roof. I then noticed the marker, picked up the key, my tracker updating saying "talk to the cook" and I went downstairs, but the lock on the chain is on the INSIDE of the door, and no prompt appears. As far as I can see, there's no other way in, so that's a permanent blockout, even though I have the key and the marker leading me there :( Guess I'll stop playing for lord knows how long and wait on a fix. Devs, if you read this & fix it, please let me know so I can continue the game, I'm a bit of a completionist. Thanks!

The Chef is supposed to do it after you give him the key, during the cutscene. If you don't mind, we would like to take a look at the Quest's current status. A screenshot of your Quest Log with Haute Cuisine highlighted should do the trick.

I am having the same issue with this quest — I got the key, the prompt says to “Talk to the chef”, but the gate has a lock that is inside, it looks like it is flipped and not accessible from the outside, so I am not able to open the gate to the area where the chef is.

I've got two screenshots, where should I post them (don't see any way to post in Steam discussion board)?

Upload them with Steam client.
If you took them with F12 (or what ever key you use in Steam) you can jsut open steam app and browse your screenshots.
If you took them outside steam, you can upoload them as Artwork to you profile.
Copy the link to the pictures and paste it here.
(The link need to look similar to this: https://steamcommunity.com/sharedfiles/filedetails/?id=SomeNumber)
You get that link by right clicking the Thumbnail of the picture and select Copy Link Address.

I'm having the same issue. The door to the building is chained shut with the lock on the inside of the building. I have the kitchen key, but am unable to get any prompt to unlock / open the door, so am unable to get to the cook to complete the quest.

You going for the door the wrong way. Go down from top of tower.

*facepalm* So much for 30+ years of completionist gaming making me immune to the rare dumb mistake, lol. Thanks, joridiculous! ***Of course, in my mind, I'd swear I'd remembered circling the top & the base looking for ladders, vents, holes, everything. Loki side of the brain wins this time...

hehe :P Don't worry about it. I've done similar dumb in other places in the game.
And the staircase is a little bit "hidden".
