The issue with the Lever is a known bug slated to be fixed in the next patch (v1.4.xxxxxx). Said patch is currently planned to be submitted by the end of the week. Assuming all goes well with the patch, this shouldn't be a problem after that.

Using Debug, you can force the Department of Science and Research Encounter to complete, then trigger the next one to continue.
Enable the console on Release builds:
Press Windows + R
Paste: \Users\%USERNAME%\Documents\My Games\We Happy Few\Config\WindowsNoEditor
Press Enter
Open Input.ini
Add the following lines to the top of the Input.ini file and Save it:
[/script/glimpsegame.glimpseconsole]
bConsoleEnabled=True
If you are on a non En-US Keyboard:
[/script/engine.inputsettings]
ConsoleKey=F1
ConsoleKeys=F1
This will Rebind the Console to the F1 key instead of ` (Tilde)
Once the Debug Console is enabled and working, it's time to load the affected save file and follow these steps:
- Select the affected Quest and ensure that it is the one being tracked currently (use the Quest Log)
- Once done, open the Debug Console and type in loadquestdebug (Ignore the error message, if you get a lag spike, the command worked)
- Type ce completequest_arthur_DSIR
If the next quest didn't start follow one more step
- Type ce startquest_arthur_DoctorHQ

Caution!!!: If you're not careful, these commands can permanently damage your save file, as they cannot be undone. We recommend backing up your Save Folder (C:\Users\<UserName>\Documents\My Games\We Happy Few\SaveGames) before proceeding.
