Yeah we are aware of this particular one. I noticed you reported quite a few things to us here, thanks for that! This bug is a known issue, as we have had other reports.
If you'd like to try to force the Quest to complete, you can do so by using the Debug Console:
Enable the console on Release builds:
Press Windows + R
Paste: \Users\%USERNAME%\Documents\My Games\We Happy Few\Config\WindowsNoEditor
Press Enter
Open Input.ini
Add the following lines to the top of the Input.ini file and Save it:
[/script/glimpsegame.glimpseconsole]
bConsoleEnabled=True
Once Enabled, Launch the Game
Load the affected Save File
Once in-game, highlight the affected Quest in the Quest Tracker
Press the Tilde (`) Key (Next to the 1 Key on most Keyboards)
Type CompleteObjective and press Enter
Type CompleteQuest and press Enter
Note - Doing this can damage your savegame, so Always Do Be Careful.

In the meantime I played to the end of Arthur's Timeline and had another interesting run in with a bug, at least I think it was a bug. So when you enter the Parade district and get the quest where you go to the Hathaway (?) labratory to get the multi tool in order to lift the quarantine gate there are Doctors everywhere. My first thought was that I needed that "cologne" that you get from helping the guy way back in the first proper city you get to. The only problem there was that I had not a single atomizer on me or in my pneumatic stash because I had never found one despite looting every house I could find on every island. That's one thing I was concerned about but the real bug happened when I went into the labratory anyways despite not having clouded myself in the special cologne:
When I walked into the place and climbed up the fountain to skip past a downer detector I saw the hallway to the main quest marker blocked by several Doctors talking about some experiment. Without thinking I walked by them without being on my joy and just waltzed right past them without any twitch from them at all. By the time I noticed something was wrong I was on the main operating floors where there are lots of side rooms with surgery tables and what not, and I noticed that something was really wrong because I ran into a surgery room and started looting the place without even noticing the Doctor that was rambling on about the Plagued Wastrel on the operating table. When I did notice him I nearly jumped off my chair.
Apparently the Doctors could not tell I was not a Doctor myself and neither did they question the fact that I was not actually on my joy or had taken a Sunshine pill, so I cheesed that entire section without breaking a sweat.
At this point I had all of the stealth skills unlocked as well as all of the super duper skills unlocked and was irked about still getting hungry, tired and thirsty even though having unlocked the "tireless" (I think it was called) skill which makes you untouchable by the simple necessities that people usually have. It didn't bother that much though because I just made 40 cups of tea and called it "problem solved". (The tea is super duper for getting around quickly
