Vulkan is nice, OpenGL4.5 would be even better given how Vulkan is still rather new. Dx11 is okay until you throw in other CPU intensive plugins... Like freaking PhysX.
I hope that the developers aren't coding their game script wise using the unreal engine in that sense, because whilst they can throw content and mechanics in, the stability and optimization will be lacking.
Havok is a pretty neat physics engine btw, In the many games it's used in, not any of those games end up lagging out your gameplay, and I remember most games utilizing physics back then lets you have a option to turn them off or configure the levels of it.
So
A. The recommended specs are outdated
B. They have to improve the perforamce.
This may be caused by a corrupted save file.
I suggest deleting your save and starting a new game. The new build is now available, and we recommend restarting for this reason as well.

I just bought this game and it's so effing laggy that I can't stand to play it. I even have a Nvidia GTX 980.. you'd think that'd be pretty good right? Nah, apparently my Intel Q660 @ 2.40GHz and 8GB RAM isn't enough. It is for ultra high quality Skyrim with 2k textures and a ton of mods, however.

I'm not surprised you are experiencing low fps. The Q6600 was released in 2007 (9 years old), and is below our minimum specifications. 8GB RAM is totally fine, and your GPU is a beast. I'd recommend upgrading your CPU, as while we'd like to lower our CPU requirements, we're not sure yet whether that will be feasible.
edit: I stand corrected, it's not a dual core chip. However, it is still a very low end CPU.
You're playing the game on what is essentially a relic, but with a modern GPU, and complaining about performance? Get real.
Intel Core2 has no place in a gaming machine in 2016. Buy a cheap, modern i5 from Sandybridge onwards and your problems will go away. Oh, and a board. And RAM.

Dual-Core Intel i5-3210M CPU 2.50 GHz
Ram 16 GB (originally 6 GB - updated)
AMD Radeon HD 7500/7600 Series
Everything (OS, Direct X, AMD) are updated to the latest drivers; I checked if the Disk works at 100% with Task Manager, but with the game opened it works fine and very below that value (PC works fine and fast, in other words); I followed a guy's guide to get more FPS (https://steamcommunity.com/sharedfiles/filedetails/?id=731997251), but this works fine only during the evening in-game.
I play the game on low settings, but it's still laggy, laggier after the update.
And before anyone comments, yes, I'm minding to get a powerful PC.
In confrontation, GTA V runs very fine on my PC with lowered settings.
