That's not normal. Even though his products are random, there's usually at least a few items. Maybe the minimum from the random possibilities is zero, and you had bad luck. Or it's a bug.

Which character are you playing? Ollie can find a free boiler suit that's always in one particular location, but Arthur has to either buy one or find the recipe and make one.

I think one of the characters has a skill perk that makes vendors have better items. That might help to make the shady dealer have a boiler suit.

The shady dealer often has them, but not always. Try and find as many recipes as you can. They can be found in safe hatches, but also in other places. One way to find a lot of recipes are to rob the ruined houses in the garden district. Some of them have crafting tables with recipes. Some have a chemistry table on the third floor, and some have a workbench table on the first floor. Some of the time, those will also have recipes on them. Some ruined houses have no recipes, though.

Some quests will also give you a recipe. When you cross from the garden district to the village for the first time, you get a recipe as you enter into the village streets.

You had extremely bad luck from the random numbers, by the looks of it. Usually, the shady dealer has all the best stuff. Is Arthur the one that has a perk to make vendors have more items? If so, then it looks like you got the lowest number of both the pre-perk and post-perk selections from the shady dealer.

And, not even a boiler suit among those items. At some point, hopefully you'll get the recipe. You can still disarm joy detectors, but without the boiler suit, it will arouse suspicion. One playthrough, I didn't get any padded suit recipes (aka bee suit), and I wasn't able to do the side quests that had bees without dying.

I'm not sure, but there's a chance that one of the other stores might have a boiler suit. I think one time, I may have bought one elsewhere. It might have been the Odds and Ends shop, or maybe it was the treehouse loony.

Hope you either find one or get the recipe. If you have the perk to go out at night, and if you bribe the bobbies (scotch or the unlimited bottles of strange alcohol you can make) that are near the joy detectors, you can still disarm them without trouble, even without a boiler suit.

There's one quest with a bobby who needs his popper machine fixed, and you need a boiler suit to pretend you're a city worker. If you find that quest, start it as far as you can go without wearing the suit. Someone told me that going near one of the beehive quests can give you the suit recipe if you don't have it yet, so maybe the bobby's popper quest will do the same for the boiler suit. It gives you instructions to return while wearing one, so most likely it gives you the recipe. I'm not sure, though. He's located on one of the Village streets, and the quest will pop up when you're near it.
