I found a site that shows the command to type in that opens the console window. Here's a summary of how the site says to do it.
Make sure that Steam is running first, no matter where you choose to type the command. There's 3 places you can type it into: the "win + r" run box, or a browser address bar, or the windows file explorer's address bar.
The command to open the console is "steam://open.console" without the quote marks and without doing any directory/drive changes beforehand.
The page I found about it says you can make a desktop shortcut out of the command as well. I think that's what I did the last time - I remember that I only had to memorize some of the cheats themselves. One playthrough, I made life easier for Ollie and stocked him up with a ton of his diabetes medication.

A search for "console command" or "steam console" might bring that up on Steam or at the developer's website.
I had the commands I needed memorized temporarily back when I was using it a few years ago, but I can't remember how to do it now. I used ghost, and I also added some items to my inventory.
You said you saw some videos where they were doing this. Could there be a part of it where they show what they're typing in? If so, you could pause it at that point and see what the command is.
These ones are specific to just this game though. They say there's a "developers cheat", which sounds a bit different than the usual steam console. They mention the use of the tilda (this thing: ~ ), so this must be what I was using years ago, and also the same as the one you want to use now.
