I just looked that up recently, since it's been ages since I used it, and I might want to use it again. I used to use it for this game when it came out.

I found a site that shows the command to type in that opens the console window. Here's a summary of how the site says to do it.

Make sure that Steam is running first, no matter where you choose to type the command. There's 3 places you can type it into: the "win + r" run box, or a browser address bar, or the windows file explorer's address bar.

The command to open the console is "steam://open.console" without the quote marks and without doing any directory/drive changes beforehand.

The page I found about it says you can make a desktop shortcut out of the command as well. I think that's what I did the last time - I remember that I only had to memorize some of the cheats themselves. One playthrough, I made life easier for Ollie and stocked him up with a ton of his diabetes medication.
I tried to type what you told me: steam opens automatically, after doing this I opened we happy few and tried to type ~ but the console does not open

It says you need to open Steam before doing the command to open the console. Did you open Steam first before doing the "steam://open.console" command?
uhm... tcnicallyno, i try again
with steam open
i need to write in google?
nothing
what can i try?
can you write here the link of the site? to check the informations
Ok thanks, next day i try again
hello I managed to download the console, but how to activate the commands? I tried to write "ghost" but nothing has changed, what should I do?

There was a specific format for putting in the commands, but I forget what the needed words were. You'll have to look them up. I know people were discussing it back when the game was still fairly new, so it's probably somewhere in the old comments here. Or maybe they can also be found on the developer's website. If I remember correctly, they had their own comment forum, too.

A search for "console command" or "steam console" might bring that up on Steam or at the developer's website.

I had the commands I needed memorized temporarily back when I was using it a few years ago, but I can't remember how to do it now. I used ghost, and I also added some items to my inventory.

You said you saw some videos where they were doing this. Could there be a part of it where they show what they're typing in? If so, you could pause it at that point and see what the command is.
I remember a command: aiignoreplayers, I tried typing on the console page of steam, I have to write it I should be able to write it in the game too?
by the way: I wrote it on the steam console page while the game was open, but nothing has changed

I just did a search engine search for "we happy few steam console commands" and quite a few pages came up.

These ones are specific to just this game though. They say there's a "developers cheat", which sounds a bit different than the usual steam console. They mention the use of the tilda (this thing: ~ ), so this must be what I was using years ago, and also the same as the one you want to use now.

Here's one of the pages that show how to use it.
https://gameranx.worldgateflorist.net/features/id/158861/article/we-happy-few-how-to-use-pc-console-commands-useful-cheats-guide/
From that site:
How To Use PC Console Commands | Useful Cheats Guide
[WARNING: Using console commands is not officially supported, and may cause the game to crash. Use commands at your own risk!]

To enable the console in-game, you’ll need to make a few changes on Steam.

In-Game: Go to Options -> Developer Cheats -> Toggle ON
On Steam: Right-Click ‘We Happy Few’ -> Go To “Set Launch Options” -> Add “-console” & Save
NOTE: For the full release of the game, you may need to take a few extra steps.

Find the We Happy Few config.ini file.
Locate your Steam / PC installation file for We Happy Few.
Search for the following lines. Ctrl+F to search. If you can’t find them, add them to the bottom of the file and save. If they are already there, add / change to match:[/script/glimpsegame.glimpseconsole]
bConsoleEnabled=True[/script/engine.inputsettings]
ConsoleKey=`
ConsoleKeys=`
Now you’ll be able to open the developer console after launching the game. Just press tilde [~] to bring down the console window. Here, you can type in different commands to cheat. Some of them are very, very useful — you can spawn items, fly through walls, and unlock God Mode.

Here is a list of spawnable items from the console. It includes pretty much everything, even quest items and lore notes. Hopefully this helps some of you. To spawn these items in, open the console and use either of these commands:

given NUMBER ITEMID
It's followed by a huge list of all the items you get.
