The truth about the children of Wellington Wells is closely tied to the history of the city.
The people of Wellington Wells were coerced into handing over their children to the Germans (of Imperial Germany, not Nazi Germany) under the threat of further destruction being inflicted upon the city by the German occupation forces and the Wellsians, afraid of the German armored and mechanized forces, complied with the order and handed over their children to the Germans in around 1943. The Germans did, however, promise that the children would be returned once the war was over.
Unfortunately for the children, the train that was supposed to deliver them to Germany was destroyed en-route, killing everyone aboard. Nobody in Wellington Wells, however, ever found out about this
After the German occupation ended in to 1946-1947, unrest broke out in Wellington Wells when people became alarmed about their children not returning back as promised and their shame and guilt about the handover left people unable to live with themselves. This ultimately lead to riots, mass suicides and general violence, mayhem and blood on the streets.
To prevent the situation from escalating, the Executive Committee (the government of Wellington Wells) commissioned Dr. Harry Haworth to develop a pharmaceutical drug to help calm down the restless population (to stop the violence) and make them happier (to stop the mass suicides). This R&D process ultimately resulted in the creation of Joy, which entered into mass production soon after in 1951. And soon enough, everyone was calmer and feeling much happier.
Joy, however, also had the unintended side effect of making any Wellies using it react violently to the sight children or anything that could remind them of them (such like pregnant women or any knowledge about the past). Thus any children that still were left in Wellington Wells by this point were either hunted down and killed or smuggled out, thus leaving Wellington Wells in the state it is in the game; a drug-fueled, authoritarian and childless dystopia masquerading as a happy, cheerful and idyllic utopia.
