How do I equip items to a quick slot.

I'm doing the no exit quest, I have a flashlight with a battery in it.
When I select it there are no options except to close the inventory.

It says that it will be in slot 3 but there is still a brick in that slot.

How do I get it to change?

What I had to do was drop everything except the flashlight, and throw away my bricks some kind of a bug?
Anyway I was able to complete the quest.

It's no bug - it's a feature. As far as I know you only get the "quickslot-rotation" on the lower left of your display. The slot is activated with the keys 1-4, you shuffle the slot with the mouse wheel and use the item with the F-key. Inventory management with the help of the item storage is key especially later in the game and with higher difficulty. All items except for quest items and consumables have to be activated like that.
