Haven't been able to level up in survival?

I have been playing for a couple hours now.
I have unlocked one of the districts with joy etc.

I have found 4 different hatches now and cleared a couple points of interest but still have not found a golden mask to level up my character?

Not sure if I am walking by them or what, but where are they and how can I gain skill points?

They just seem to be in random spots but I did once find one in a chest so maybe they are also randomised loot but I'm not sure

i played for about an hour and found 2

They are hidden, never in plain sight.

I have found some now, sometimes at eye's on map, and sometimes in safes at different houses.

Once I found 2 in same house lol
1 was in a small closet type room, other was in a safe under the bed.

I was so happy😁
