Report a translation problem
This game has the one thing extremely similar to the newly released game Monster Hunter World: a graphics option that literally eats 20fps. And for We Happy Few, it's Shadows.
I suppose this has more to do with the fact that the game is largely single-threaded, which I can't even begin to fathom why.
World assets are horribly unoptimized. You can already see this the moment you get out of the hatch at the beginning of the game.

Conclusion: Optimization is horrendous. One possible fix is to make the game fully multi-threaded, since Shadows casting is handled by the CPU - hence why disabling Shadows gives you (for me at least) a 20 fps boost.
way cheaper , faster , and easier to develope in i guess.
Which software do you use for that overlay ? looks way better as afterburner and cam.

The template is called modern web iirc.
Even with everything on medium settings the game has large frame drops all over the place. As low as 40 fps at points.
The solution is to change the settings to something more appropriate for your card, like the medium graphics setting.
We'll also be reviewing the autodetection stuff and trying to figure out why (especially on 670 cards) it thinks your PC is better than it is.
You should be able to set it to ultra and see almost no difference - what you are experiencing is CPU performance related. We're looking at that and will hopefully push out a patch to deal with this in the next week or two.

I play on a 144Hz monitor so even a rock solid 60 wouldn't really be playable.
And this despite low CPU usage across all cores.
I hope those few details will help the development team. I was really looking forward to playing this game as I loved the atmosphere it had when I first took a look at it. I hope you will be able to make the game more playable and wish the team luck.
So a 1080 OC and r7 1700 OC that gets pretty much in any other game 90- 144 fps locked Shouldnt be able to run this game that looks way Inferior to other games and got way smaller levels ?
So what your post pretty much says is " Its not our game its your hardware "
Yes because its heavily Single threaded for whatever reason.... in 2018.
