Thanks for taking the time to communicate issues you seem to be having. The folder path containing all configuration files changes depending on what your Windows Username is set to.
eg: C:\Users\<username>\Documents\My Games\We Happy Few\Config\WindowsNoEditor\
In any case, if this folder is empty, or simply does not exist, then something is preventing that folder from being created.
- Certain anti-virus software has been known to do this, such as BitDefender and Comodo Internet Security.
- One thing you can also try to to run the game as an Administrator by Right-Clicking on the Desktop Shortcut, pressing Properties and ticking the "Run as Administrator" box in the Compatibility Tab.
If that doesn't work, please try the following:
1 - From your Windows desktop, press the Windows key + R together.
2 - Type in \Users\%USERNAME%\Documents\My Games and press Enter
3 - Right-click the folder called 'We Happy Few'
4 - Goto Properties > Security tab > Edit (change permissions)
5 - For your user account, un-check 'Deny' on everything
This should ensure the game has read/write access to the save folder. If the folder structure doesn't exist yet, create it and then follow step 3 onward.
Please try these solutions as there have been no cases where the game failed to Generate Config and Save Folders when launching it without some other software or setting blocking it.

Officially giving up on this attempt and the game itself. Obviously I am far too stupid to figure this out. Your directions, while clear, are entirely inaccurate. None of those options exist for me, and I purposely bought the Steam version so it WOULD work! But of course, nothing I touch ever works. So I have officially wasted $90 on a game I will no longer touch. Thank you so much for making me realize I am not capable of anything...
I have tried this exact set of directions and absolutely nothing changed. All files are still blank, and I cannot access console commands no matter what I do. And I am not given the option to "run the game as Administrator" also. What am I doing wrong? Am I just truly incredibly stupid? Should I just throw my computer out and completely give up? Because that's truly what I'm considering. This is stressing me out beyond belief and making me rip my hair out. I need your help NOW!!!!!!!!
I had the same problem as you.
My input.ini file was only 1kb and it was blank.
I was able to fix it though.
I hope you were able to fix yours as well.
Here is what I did:
If you are having problems finding your input file, do the following:
1.) Open windows explorer.
2.) Click on C:
3.) Click on Users.
4.) Click on your user name.
5.) Click on documents.
6.) Click on My Games.
7.) Click on We Happy Few.
8.) Click on Config.
9.) Click on WindowsNoEditor.
You should see the input.ini
Whenever you are to change anything on a game file, it is best to create a copy of it.
Make sure We Happy Few is not running.
Right-click on the input.ini and choose copy.
Go to a different folder and choose paste. This should now create a copy of the input.ini file.
Go back to the input.ini file and Right-Click on it and "choose with" open then Notepad.
I pasted this into the empty notepad and save.

I then went to We Happy Few in steam and did the following:
1.) I then right-clicked on We Happy Few in Steam and chose Properties.
2.) Clicked on Set Launch Options.
3.) Typed in -console.
4.) Clicked on OK.
Launched the game and pressed F1 and console popped up for me. YEY!
If you encounter any problems in the game, feel free to delete the original Input.ini file then move the copy of the input.ini file into WindowsNoEditor.
I was never able to figure it out, and honestly I'm pretty much over it. Much like the devs of this game have given up on the game as a whole themselves. Shame, really. Was such a cool idea, just wish they would have executed it better and not said to hell with making a second game. Time for me to move on.

Now save the INPUT file and you should be able to press the Tilde key in game.
Make sure you have tried to run the game already and have had the input file created.
I do not use the -console line in Steam, just the simple text listed above.
Also I don't press ~ just ` on the tilde button. Hope this might have helped.
