Recipe for Polarity Device??

Could a dev pls recall where, when or how to actually find out the location for a polarity device?

Long time fan, can't wait for full release, still blasting away at the game and loving it.
Can't call me a downer, I'm OD'ing on Joy and looking at the night sky on a daily basis

I know I could cheese it with the console or sleeping a lot but I'm just wondering if there's a place to find the recipe. thanks

in one of the safehouses I think there's a recipe for a safe house.
I also think you unlock the recipe by finding a constable's keycard, but I may be wrong.

The Odd & Ends Shop in the St. George Holm island - just checked in the game. You'll also need 2 mechanical parts, 2 metal bits and a power cell.

Heyyyyy! I know I am late, but somebody else may have this question. You can find them in suitcases. I found one after doing the Fashion Show once he gave me a key to go downstairs into the locked photo room near the hatch. I was doing the Letter of Transit objective. It's on the right once you get into the parade district. I hope this is helpful for someone!
