Report a translation problem
In order to trigger this quest, you have to find and approach a large house with a wrought iron fence towards the street. There will be two signs next to the door saying "Veterans of the Great War" and "A war veteran lives here" respectively.
I wonder, have you checked your quest list?
I could of course be wrong but I have a feeling it is possible that you discovered the quest earlier and then forgot about it (it happened to me a couple of times).
i didnt discover the quest when i wrote the above post but eventually i stumbled upon the house
it took me hrs to find it..only quest i had trouble getting to start
i really struggled with the "you do know jack"achievement
took me all three characters to get it
i got 40 as Arthur,4 as Sally and 1 as Ollie
do you know if its possible to get all 45 as Arthur?
However, you have to be really lucky because as you collect more and more shows, the odds of an "uncollected" show playing on the TV become lower and lower the more shows you collect. This means that the more progress you have on the achievement, the harder it becomes to gain more progress.

You just have to find a TV that is located in a good position and just grind down the shows until you get all 45.

i have played through Arthur's Story and Sally's...still in the middle of Ollie's
i have intentionally killed no one so far
i am reading on the net that the Saint Achievo should have popped after Arthur's quest
didnt get it so far
will it pop after i finish Ollie with no kills or is there a glitch?

Based on your words, if you are in the middle of Ollie's story and still haven't killed anyone by this point, you should unlock the achievement once you complete Ollie's story with no kills.
As for why people claim that the achievement should unlock after Arthur's story, I suspect that the reason for that is probably because it did so in earlier builds but that no longer applies.

i am missing only one mask for Arthur(still need some masks for Sally and Ollie)
it is in the Tomasina house but i already finished that mission and the house is now closed to me(shuttered up)
is there a way i can get in it?
i tried sleeping but that dosent help
do i really need to play the whole game over to get access to the house again?
