Report a translation problem
i goggled your problem that was he only place i found where they talk about it. the guy who made the post seems to have no problems,but some ppls are commenting having the sme problem as you. i dont know if there a fix or what i havent read everything but that the only link i found on that problem.
i hope you wil find your problem , cuz thee almost nobody responding on steam. i have made a post last week and it still in the main page just below yours ll and havent got any answer in 1 wek
I did have this kind of problem after moving an old steam folder from an old rig (w7) in a new hdd from a new rig (w10).
The launcher throw a code -59 excepetion.
Once all the files for the program (excluding all projects and projects back-ups) were copied, I go in ~\steamapps\common\MAGIX\Movie Edit Pro 2015 Plus (Steam) and click right on Videodelux.exe file to pop-up contextual menu, and the I click on "resolve compatibility problem" (I translate in english, so it may not be the proper name but something like that). I follow the process like it tests some config stuff. Then it launches properly the program. Then, I enter something like "save the config", and problem solved. It worked on w10.

I converted from Windows 7 Professional to Windows 10 so I'm not sure if there's an issue with Windows 8.1 to Windows 10.
