Report a translation problem
If it's still occuring after your computer loads back up, go to the install folder for the game, right-click the hl2.exe and check or uncheck the option for fullscreen optimizations depending on what's in place now, then try to launch it again.
If it still doesn't work, it might be trying to launch in an defined/supported resolution, so you'd want to edit your autoexec.cfg to have something like "mat_setvideomode 1920 1080 0"
If it STILL doesn't work, use DDU to fully uninstall, then reinstall your graphics drivers and if that also fails, check to make sure your not running too many overlays that may be conflicting with one another. Common ones that cause issues in multiple games are Overwolf, old versions of OBS and Twitch, and MSI Afterburner.
If that all still doesn't work, post back here and I'll try and think harder to the last time it happens to me and hopefully come up with more things to potentially try.
