Players using cheats are the lowest of the low and the people that code them and sell them are a few steps even lower than that.
I think it will be much easier for you to post a video.
As for players spawning with the rpg that can be done for custom maps. Or it might be the case of the map player spawn is on top of a rpg spawn :p
Spawning on top of a weapon spawn or a discarded weapon is something I considered, like I mentioned in my original post, and I actively looked out for it but again and again I seen people spawn with them when there is no possible way in which they could have got them.
The bit with the rocket and the 3 hits was on the Runoff map on the ledge that takes you between bases. The only thing to pick up there is a grenade for the secondary fire of the machine gun. Pretty hard to survive a hit there because of the wall right beside you. Doesn't explain the 3 double shotgun blasts to the back of the head to the same player just after I respawned and he was camping in my base.
As for custom maps how then can I not do the same things these players do and how come there is only ever a couple of them that can do this?
Please remember that I have been playing online since 1999, I am hardly a NOOB. While there are definetly better players out there that have been playing more intensely over the years than I, and have better hardware, I am pretty sure the things you are suggested, and I have considered are things I should be able to pull off too. They seem to have this unfair edge which suggests cheating.
There was another thing I noticed but I have forgotten what it was.
I am slow to calling people names like cheater, like I said I confirmed it again and again before posting on here, but I have played online for so long I know when someone is cheating. I was just asking about this particular game because there might be lots of non-cheating techniques I don't know about yet.
Back in the day when I used to play NOLF I used to see some crazy things and I suspected cheating but they, like you, denied it and called me a NOOB. It turned out 5 years later I discovered all the mods and cheats they were using and I thought, "Damn. I knew it!"
History repeats itself.
Someone being better than me doesn't make them a cheat. Seeing them cheat makes them a cheat.
When I am up against really good players it is a really good game with a lot of intense fighting and I don't want to stop. I also give them compliments, like nice shot man and so on. Just the kind of player I am.
When they aren't there it is a pushover. I easily take the lead in about 10 minutes of play.
When suspected cheaters are there I lose interest and stop playing soon after.
I admit I haven't played this game online as long as perhaps you have but online FPSs in general, yup decade and a half.
Just out of curiousity how DO you become a pro at this game?
There are a lot of people who call out cheats/scripts on me when I am clean and have always been since 2004. And to prove my point, do you see a VAC ban on my account? Answer: no, because I never cheated in the first place.

Yes, we cannot dispute the fact there are cheaters in the game, mainly the NC one and we strive to keep them out of the game but some people are fairly good at spotting people who are using cheats and those who are legit.
Problem is, if it is not a cheat, it is a script or scripts. Scripts are as annoying as people using cheats (especially the GGUN script). I concluded that using scripts that make you gain an advantage over another one is as low as using cheats anyways.
Many gamers like myself probably came from Quake, which is a fast paced game and HL2DM, while not as fast as Quake, is damn fast paced with its BHOP mechanics.
Old gamers know the game's mechanics better than the new guys, so you can trust me and players who have been playing since the early days of HL2DM.
To answer your concerns, some servers offer plugins that sometimes do not print to the chat properly; it has been the case with me.
Also, you can survive multiple hits of rockets if you are stocked up on armour.
Furthermore, people spawning with weapons like RPG, or an AR2 with orbs by default is either a custom map where you spawn directly on pre-placed weapons, a custom game mode/plugin set on the server or, as said, Stripper:Source, which lets you alter entities before or during map load. Saigns is a good example. By the way, their BOTS seem like real players with their latency, but in actual reality, they are not players, so do not get fooled by it.
I have also been playing online games for a long time, but that does not mean you are going to be good to a game anyway. If you want skill, you will need to dedicate time to the game and learn its strategies and eventually, bugs and glitches that you can exploit (although patched most of the time or server rules prevent you from using them).
If you want to become good at the game, you will need to start by configuring your key bindings to your liking, your mouse sensitivity to your liking, your graphics to your liking and then, and only then, you want to practise your movements first, which you can do on jump maps. There are plenty of jump maps, ranging from beginners to experts. After you begin mastering the movements of the game, you can go ahead and connect to a server where there are players of your level or slightly above and practise until you feel good enough to play with players of the next level. My best advice would be to stick with maps that are not too open first, so stay away from Killbox maps or you will get rekt the second they see you spawn. Start with dm_lockdown, dm_lostarena, dm_lostvillage, dm_biohazard_cal, dm_caverns_r1, etc... One good map to practise your aim against an opponent is aim_arena_reloaded. That map is good for magnum aiming.
I remembered the other cheat I have seen. Indefinite grenade cooking. I can toss and grab a grenade with the gravity gun as well as the next guy but if you cook it too long it blows up in your face. I have seen players hold it in their gravity gun for a very long time before tossing with no ill effects.
How come I cannot survive 3 rocket hits with full health and armour? How then did the same player leave the game straight after I shot him point blank in the back of the head with double barrel shotgun 3 times and I called him on it?
Actually, you can infinite cook your grenade if you want to, it is a simple thing to do. It is called (that is how I call it), fast swapping. It consists of cooking your nade and rapidly switching to another weapon then back to the ggun to grab the nade again (all of that without throwing the nade away). There is another possible way to keep your grenade from exploding and it is called the yo-yo trick. As its name implies, you almost do the same manoeuver but you throw the grenade, rapidly switch just like before, and grab your grenade again. The nade is the hardest one to work with, so if you want to practise the trick, you want to start with an orb, as it is slow and not too hard to catch. Unfortunately, some people use scripts to do that, so it might have been the case when you saw it, but it is possible to do manually.
That is the unfortunate side effect of trolls who just ruin people's fun. If the guy was russian, then there is no need to discuss about it. Most of them are cheaters anyway.

I don't understand this Stripper:source. It looks to me like a server side mod. How are people giving themselves weapons when they first spawn? I just payed the game there and sure enough someone spawned with a shotun.
The only reason I play Saigns because it is the only one I can find offering team deathmatch and because it is VAC secure, which is why I started this thread because I am sure I still see people cheat.
I am such a reasonably good player I don't need 200 armour to stay alive and can't be bothered collecting it all.
