1) Due to the fact that the police approaching the building happen off-screen and we dont get to see how the street they use is laid down, we could assume the street comes from behind the library, if they had prior knowledge of a murder or anything (remember we dont see the person that should be at the front desk), seeing a little girl jumping out of a window right beside a woman could be pretty suspicious. But I have my doubts.
2) That is quite the mistery, but judging by the forensic students, one could assume the coroner was... let's call it as competent as them, as for the poison, they both were already meeting there, and as jenny dedicts at the end, they injected the poison but things didn't went according to plan, I'd assume that the poison takes at least a few minutes to take effect and that could be where things went south so fast that jenny's mom decided it was better to run off instead of checking everything or tampering with evidence, even if it pointed straight to her.
I stole a file from the house and she scorned me for it in my playthrough, so either she went and checked the dean quickly to make sure there were no injuries that could be fatal or she thought she had to leave in a rush. Remember, we take time with the puzzle of trying to get past the electrified staircase and jenny still noticed her mom leaving the library through the window, so still plenty of time to check if the dean is "dead".
3) I honestly have no explanation on this one, my best guess would be he knew where the actual entrance was, remember that him entering the mines is through a different route than jenny's and despite the fact that she RAN AWAY, he still got in the crypt between jenny and the exit. So he probably knew that someone was in the crypt with the metal doors, but not tha they had acess to the mines, cue the surprise with the noise and coming back to check on it despite having a different objective.
4) One could argue that jenny's mom knew she'd get out easily as being her daughter AND a great detective, but that is just an excuse for an irresponsable adult moment, as many others that exist. Honestly though, I feel like it was an emotional rushed decision, idk about your playthrough but, during the argument with jenny's mom, you can clearly see she's letting the frustration on the dean+the worry for her daughter get to her and making wrong decisions while emotional is easy for anyone, also, cue in the fact that her mom couldn't predict that pipes would collapse and close off the exit she used, so after the flashlight broke, she could have assumed that if she rushed out, jenny couldn't follow her, but still leave through that way.
On the flashlight, I have to bring out some kickstarter shenaningans to.. help... with the deus-ex-machina that is the walkie-talkie light. In the original pitch for the game there was going to be a flashlight upgrade system, but the devs went through a rough patch and the game took longer than expected to finish, its easy to see that something would end up cut, and not only the game story was cut short, but, as it is plain to see, so was the flashlight upgrade system, so deus-ex-machina the s*** out of the walkie-talkie, after all, that's an easy way to have something unnexpected out of the blue to save the day and it was made by suzie, the girl genius. My only surprise was that it wasn't a nearly pink enough light...
