No I am not a therapist but even I could see that she was in desperate need of adult help, and for Jefferson to just brush her off like he did, he really shouldn't be teaching young adolecent's and of course we ended up finding out that I was right at the end....he shouldn't have been teaching ANYONE.
If he wasn't actively trying to get her to do it, he would at minimum have been trying to damage her enough psychologically to make sure she'd be off his trail for good.
Tactically, and totally out of character (and ignoring for now that it doesn't really make any major difference later), I would think that the best person to blame is whoever's the most innocent (so blame David unless Max can be suspended) - since whoever's suspended now has some extra free time to continue their nefarious plot/coverup or foil the other guys'.
Blamed Nathan on my 1st playthrough, since Kate's words and his behaviour obviously stated that he was involved. Still, blaming Jerk has its uses too (it also exposes Warren, since he uses the same quote on "bring back psycho teacher" page he uses on Max's if she saved Kate). But I still prefer that smug face being expelled
In overall, David is hella far from innocent, as not only he harasses and verbally assaults Max, Kate and Chloe for no reason (he even hits Chloe, his own step-daughter, if Max hides and doesn't intervene), but he also neglected locking restricted doors, which led to Kate getting on the roof in the first place.
