Report a translation problem
To save the bird, you need to go into Chloe's parents' room. It'll hit the window. Rewind, and open the window to save it.
Effects of watering the plant are unknown. Saving the bird lets you take a photo of it later, getting an achievement, and might lead to more down the line
The bird in ep1 can be found at Chloe's house, in her mom's bedroom upstairs. The bird crashes into a window and dies, you can rewind and open the window for the bird before that happens. Later the bird appears at the lighthouse and you can take an optional photo. This doesn't happen if the bird dies.
As far as I know so far, that's all there is to those choices. But there's been some speculation about the importance of the plant/the water bottle later on in the game.
It determines if you can save Kate or not. If you watered it you can use it to climb to the roof.
Optional photos are chapter specific and can also be collected in the, well, collector mode. They don't have relations to choices in the previous chapters, because collectible mode does not save anything and you play one chapter only when accessed from the menu.
Not mine, just seemed as realistic an outcome as any

I did it without rewinding time just opened the window before the bird flew into it.
