i´m not sure, i think it enters the game offline, tests the graphics and rendering and then only show your options when you allow it

Normally safe mode in games will run it at lowest resolution with all graphical effects turned off. Useful if it misdetects your monitor resolution as too high and so won't display the game
Im guessing, seeing as the main menu is animated and rendered the same as the gameplay(I think?), "Safe Mode" is a fallback incase your system is not powerful enough/too outdated to be able to even navigate to the options menu to turn settings down from thier default values. And safemode automaticly drops all settings down to minimum so this is no longer an issue. But, who knows, it might be something totally different.

Too low a resolution can be a problem as well, safe would be desktop resolution.

If LiS is working for you without "safe mode" then don't bother with it, it is just there in case you need it.

Sorry, didn't check the date.

Old thread but still relevant. folks are still buying it now, or only now playing it after sitting unused, and running into this subject as they start the game.
Now,
It could be that (since it put you on a window instead of fullscreen as Drekyl mentioned) the Safe Mode is ALSO a "while at work/SFW" feature, so you can minimize it quickly while playing at work.

Sorry for bringing up an old post but I just had asked this exact question but then searched and found this so I deleted my question and bumped this one for anyone playing for the first time since there's new content coming out more people will probably be playing the first episode or so I thought it may be helpful? Again sorry if this isn't cool, just trying to help :)
