Yeah either that or he is so stupid he thinks the cop somehow won't notice...Also the cop obviously knows Frank is the local drug dealer so why is he allowed to continue his business with no cops intervening?
Maybe its because the Prescotts told him to back off cause he keeps their son a little bit more manageable as long as he has a steady supply of Franks weed and other meds...

Also I'm sure Frank wasn't going to kill her, just hit her incr or twice until the cop broke it up, Max is just forced to rewind because she doesn't want to get hurt.... I don't know, a quick time event here would have been nice. :-p especially since we still haven't seen what happens to Max if she rewinds after being hurt... And it's be interesting to see everyone wonder how Max got a bruise all out of the blue.
