Why would anyone hide obscured "satanic" messages in a game when you have the Church of Satan and other cults openly worshipping Satan? Why would anyone play a satanic audio message backwards when there's a Black Metal album from 1996 called "Kill the Christians" by a band called Troll. Song names include "Hatred of Christians", "With Violence Shall We Take Christian Lives" and "The Fall of God" (translated). This wasn't the first nor the last music album featuring themes and lyrics where these messages are overtly satanic either.
Stop living in the 80s Satanic Panic era. The real satanists wear suits, ties and have Lego hairdos, not blue hair and punk rock paraphernalia.
The all-seeing eye symbolizes Fate. The lighthouse symbolizes hope. Chloe wears T-shirts with these symbols. Both are very relevant to "God's plan" to end Chloe's life at all costs, which we see several times during the course of these games. That's all there is to it.
