I can't really blame you if you feel that way since the so called Life is Strange "universe" was poorly planned out in the first place. Other than the games being in an "anthology", there is no concrete roadmap for series. There's no Kevin Feige equivalent in charge to guide the franchise forward.
It's so disjointed that a game such as Tell Me Why is even considered by some players to really take place in the same universe despite nothing definitive to support such a notion. Might as well consider other (vaguely) games like Beyond: Two Souls or Quantum Break taking place in the same "universe" at this rate
The prequel was a different developer and like all good prequels creates narrative issues with the thing it is a prequel to.
The owner of the Life is Strange brand is SQUARE ENIX and they used different developers for the games so far.
" Life is Strange 1" and "Live is Strange 2" was developed by DONTNOD a french studio who are also the original inventors of Life is Strange.
"Life is Strange: Before the Storm" and "Live is Strange: True Colors" were developed by
DECK NINE, a studio based in the US .
That makes it sound like the games didn't originate with DontNod though. The first was pitched to Square-Enix and part of the deal was Square-Enix owning the IP, without that its unlikely Before the Storm & True Colours would exist.
For many 2 is a mixed bag. However True Colours was very good and the Life Is strange game which is not a Life Is Strange game Tell Me Why is also very good. There's also Twin Mirror but I found it disappointing.

If i recall they may mention having to move due to their financial situation. But even regardless if doesn't provide an explanation for Samantha however.
