The idea is, that the native American spirits are acting up against the Prescotts for misuse of the Arcadia Bay land; especially with their new Pan Estates project. The Prescotts are aware of this. Or Nathan, at least, I should say. Nathan knows a storm is coming, and that it will wipe out the town. He has probably been given a vision too, as a means for the Prescott to mend their ways (but probably has no actual powers himself). His dad has sent him to a psychiatrist (there's evidence for that in the audio files), who just thinks he's crazy, and put him on heavy meds.
Hence, Nathan, nearly going insane from the vision he can't do anything about, tries to steal Tobanga, foolishly thinking he can avert their fate this way.
It's too big, I'd torch it. i guess crazy explains him trying to steal it.
I think Nathan has merely been given the vision. I think Nathan's role, to pull a 'Kate' on you, is similar of that of Pilate's wife,
"While Pilate was sitting on the judgement seat, his wife sent him this message: Don't have anything to do with that innocent man, for I have suffered a great deal today in a dream because of him" (Matthew 27:19).
The Prescotts, thru Nathan's vision, have been given a chance to avoid disaster. As an act of mercy. Much like Pilate ignored his wife, though, Sean Prescott totally blows off his son. But that's not Tobanga's fault.
Nevermind.
The teacher whose class has been canceled due to "severe depression" is Mrs. Hoida the English teacher.
On the principal's computer Mrs. Hoida kicked Nathan out of class and sent him to his dorm room for a disruptive outburst and the incident was reported to his parents who emailed the principal to expunge his record. It doesn't say who reported him for any of the other things he did including attempt to steal the Tobanga.
But that was the entire point: they mentioned it's been there "a long time" to hint to the fact that this isn's some fake school replica, but the genuine article, a last remnant of the Native American era itself.
And the storm *did* happen before, 20 years ago (an event after which I believe the 'Two Whales' diner was named). With Pen Estates, the Prescotts have simply taken it too far, as far as Tobanga et al. is concerned.
