I've read that the time it takes for a body to smell depends on environmental factors.
The normal plan then would be for them to drug someone, take photos while they're drugged, then return them. That is what happened with Kate if you take out the video which surely wasn't in the plan. This allows them to keep getting more victims with a much lower chance of being caught, as the victims have no idea what happened.
Killing the victims as some have mentioned would not be smart as that would lead to someone looking into it, as happened with Rachel. We also know that wasn't happening by the lack of missing person reports on the police website.
