Any way to save Frank Bowers

So I am at the part where you talk to Frank Bowers on the beach. But each and every single scenario I am in, Chloe shoots Frank. Most of the ways it ends results in Chloe killing both Frank and his dog. I finally managed to get a scenario where Frank is alive but Chloe still shot him. Non-lethally in the leg, but she still shot him. I don't want him to be shot though. I want everything to go swimmingly. I hate the ♥♥♥♥♥♥♥♥♥♥♥♥♥♥ with all my heart but I don't want him to get hurt or even killed. So is there any way to end the scene with everyone being okay and unharmed or is seeing him get incapacitated by a bullet in the leg the best I am going to get?

I think that you have to make Chloe toss the weapon, then close the door... and you have to talk to him about the dogs he saved and about Rachel I think. Try to get to that option!
EDIT: If that doesnt work, try to give him the money

if u make it to the final dialog where you have option Rachel photo, select that .. he will gave u client list also when he speaks about dogs select rescued dogs

"No fight", "I am sorry", and "rescued dogs" are three choices I made that seemed to work.

Closing the door or tossing the gun isn't necessary.
I think the most important dialogue choice is to select "Rachel photo" somewhere near the end. That way you can keep the conversation civil the whole way through.

Also don't mention the name of the dog (he'll know that you entered his RV) and stay polite / pick the "I'm sorry" responses.

Be very freindly to him, sympathetic.

dont mention anything that lets him know you have been in his van.
dont mention the book,
the dogs name
the bones
or such

say you are sorry.
tell him you heard he helps resuce dogs.
things like that.
make him angry and it gets bad.

I passed it on my first try since i always go the good/ happy route

i think it may be impossible if you have pisssed him off earlier taking the shot ( ep 2), getting his dog hurt.

You don't say that you heard he rescues dogs, you're like: I like dogs periode, I'd like one who's as well trained as yours and then he tells you he trained him etc.

Basically this, only tossing the gun and closing the door isn't important.

I tossed the gun, "no fight", "I'm sorry", "I was scared" (tried to shoot Frank with the empty gun in the junkyard before), "I love dogs", "Rachel's Photo", and the confrontation ended with no one getting hurt, and Chloe walked over and picked the tossed gun back up and we left.

Are you aware that only 4% had Frank die?
It's actually very simple, just be a peacemaker.
