She didn't literally 'lock' the door: she just blocked it with her own presence ('locking in', in generic speech, just means 'keeping someone from leaving (a room/building/etc)'.
I'd need to play it again, to be sure. What happens, though, when Max can come in, after all? Does Juliet use a key to open the door?
Anyway, keep in mind the girls' room are generally just open/unlocked (like how Max just wandered into Victoria's room). I bet Juliet just took the key from the inside then, when Dana wasn't there, or was simply not watching).
Victoria's room was open because Taylor and Courtney was in a rush to give Victoria her towel so they forgot to close the door.
*facepalm* Read the comments earlier. We already established that if Juliet stole Dana's key, the lock is still from the inside, allowing Dana to just unlock it, just like any other door. *Double facepalm*
No, 'we' established nothing. You, as usual, asserted something, with an air of certitude, whilst, in reality, you're just assuming a lot.

Underneath the door handle, there's a clear keyhole segment. Not present on Victoria's room, btw (see bottom part of image).
All-in-all, I say you're overthinking this. It already shows an incredible attention to detail, on the Devs' part, that they would bother to paint a keyhole on Dana's door to begin with.
My door has a keyhole on the outside but I can unlock it on the inside without a key. Derp.
And because you have a door that can unlock from the inside, everybody else's door, like Dana's, must be the same right?! *roll eyes*
This. And Max just didn't lock the door herself, allowing Nathan and Victoria (depending on your choices). And if the doors are always generally unlock then how does Juliet lock it when Victoria or Max couldn't lock it? *Facepalm*
