Where did i say that?
We got them from Life Is Strange when Chloe made reference to being attracted to men as well as women.
Obviously in love with Rachel and got very jealous when she learned of Frank and Rachel being together.
Obviously, making certain choices through LIS, her and Max at the very least kiss at the end and certainly you can infer she and Max "like" each other as more than friends.
Has condoms in her room and also talks about being "hot for teacher" when meeting Mr Jefferson.
Then there is the moment in Before the Storm were she claims that her "V-card has been punched" when speaking to Rachel on the train, which could just be bravado, or a result of the bad boy phase rebellion. (i will not completely count Before the Storm as Canon though, because of the many inconsistencies, but even as an alternate reality account of what happened, it can give us insight on Chloes nature.)
It still could mean she is lesbian, as has been told before, some people experiment before finding their own sexuality, and if anything Chloe seems very much into experimenting.
As for Max, she is what the player decides obviously, and that is part of her journey and our story here. There are some hints that she may actually have been asexual before reconnecting with Chloe, she certainly never had sex (she never even kissed anybody before, as she admits to Chloe "Why don't you tell me how it is to have that magical first kiss").
Romantic feelings for Chloe may explain her silence or hesitation in contacting her after she moved to Seattle. Being super shy and confused, she wouldn't know what to say and just wanted to avoid the awkwardness. She admits as much to alternate Chloe, although that is just a theory. Her feelings towards Chloe certainly get rekindled and get much much deeper and (depending on player choice) may end up obviously romantically, even if Chloe friendzones her at the end (when you did not side with her enough to change the phone background screen).
There are however also some moments between Kate and Max, that seem to be more than just gratitude or friendship, at least when seen through Max's eyes, like when she comments on what a pretty smile she has, or how cute she looked in her pictures. Max also comments on the physical beauty of some other female students. Those may just be random musings though, especially as she can make similar comments over the skater boys, and initially about Jefferson, if the player is so inclined. Those however are all by choice, the musings about the girls are internal monologue, so not player input.
To sum it up, i am pretty sure Chloe is bi, leaning strongly toward women, while Max is whatever we play her to be, even though there are some hints that she thinks more about women (and Chloe in particular, she seems to get jealous a lot when she is teased by her) than men.
As i said above, that is explainable, even if she is lesbian. Lesbians also use condoms for sex toys for example. Her "boy toys" or "Bad Boys" phase may just have been an act to anger David, rebel against Joyce, finding her identity.
No she doesn't "literally" say so. That would need a line of dialogue of her saying "I am bi". She HINTS at it though. And i tend to agree, she probably is. She certainly seems more intrigued by girls though anyway. However sexual identity can change, and after Rachel she didn't seem like she would date anybody else.
I am just explaining how it is not as clear cut as some have claimed. We can't just take all dialogue for granted either, as since without using rewind, we have to take what Max and her say at face value and different playthroughs may result in slightly different interpretations.
