They already explain it in the game if you pay attention. They pretty much tell you that she just had a sort of kissing booth situation going on. She was making out with every guy there while being stoned out of her mind or so they would have you believe. I actually thought it was much worse at first too. So no she wasn't going around handing out free b/js like you all seem to want to believe.
