Is there a consequence for telling Kate to go to the police yet ?

Not yet, except that she's happier if you tell her to go to the police than if you told her not to.

Well depends if you didn't save Kate, but guess we will have to wait til the last episode.

When she's on the roof, she'll blame Max that she didn't advise her to go to the police. I think it's more difficult for the player to save Kate.

I've tested it thoroughly, and that does make it harder to talk her down (100% chance of success via that dialog if told to go to police vs. 25% chance of success if told not to go to the police).
