She does grow over the course of the story, and says the right things before the only real choice in the game is presented, so credit must be given that she did get some maturity knocked into her. However...
She starts out unable to manage her pain in any meaningful way, constantly shifts blame onto others, including an attempt to throw Max under the bus (I can see reasons behind that, absolutely, but it's still a nasty thing to do), and spends days gloating over Max's power to, essentially, allow her the opportunity to never take any responsibility for her actions.
So many things happen in the game where I sat there scowling, because I'm no longer a "young and stupid" teen and would never do that. Stealing that money? Seriously? And all the guilt trips? Not seeming to really care about the several times Max passes out or otherwise shows negative effects from her power?
On top of that I felt like I was being forced to view these two in a romantic sense given all the soulful looks they kept giving each other and the associated subtext. Warren was bad enough with his creepy ways, but I didn't need it from the perpetual child, either.
And why does Max care? They haven't spoken for five years, she didn't even recognize Chloe in the bathroom, and yet ... suddenly, Chloe is the most important person in the entire world? Sorry, but no.
I have issues with Max, too, but that's not the topic here. Chloe just... I guess I should be at least vaguely satisfied that she showed growth at all in such a short amount of time.
That is why I, my Max, LOVES Chloe Price, because the blue haired Chloe is not really what Chloe could have been, and now at the end my Max needs to save her BFF and help her to become everything she was before her father had that terrible car accident.
In the alternate timeline my Max promised William, "I will always be there for Chloe" and that promise more then anything else is why I chose to save her.
