The answer is that there is nothing to chose between — the “kiss” option is always there.

When a woman pulls away, she is usually subconsciously taking a step back because she's uncertain of what she wants; to take an inventory of herself — it simply means that she wants to be absolutely sure what she wants before she decides on the next step.

That situation of uncertainty never got resolved in the first Life Is Strange.

At the very end, Max writes in her diary:

”[...] She did dare me to kiss her, but she seemed surprised that I actually did. [...] Is that the power of friendship... or love? I believe you're about to find out [...]” *

Somebody “fallen in love” does not question if it is “in love” or not — it always knows/feels it!
