Then you don't try hard enough to see it from Chloe's point of view. Imagine, your best friend is ghosting you for years at the exact moment you needed her the most. When she finally comes back, she admits, that she didn't even come back for you, but for being starstruck with Jefferson. In all this time your friendship was not even worth a call. But as soon as some new chick from school calls, she drops everyting to give her support. It doesn't matter, that Max was just a minute for Kate. What mattered is, that Max never had THAT minute to help Chloe with her grievance. Wouldn't you feel neglected, too? Not only neglected in this moment, but neglected all those years you were denied that phone call? I can totally see, why Chloe is jealous, especially since she doesn't know the issues Kate had. But even if she did, I don't even think it would have mattered, since Chloe has been mentally in quite a similar state of mind, when she needed Max as a friend. The words: "Rachel was my angel, she saved my life" where meant quite litteral.
And with the David-situation: Throwing Max under the bus was not really to avoid trouble herself, I think. I am sure Chloe didn't expect to be in that bad of a situation to begin with for just smoking some weed. Don't forget the photo when Chloe and David a threatening each other with a knife at her birthday. Those fights with David always were quite intense and Chloe was not the one to back down to him. I think, putting the blaime on Max was some kind of payback to Max. She knew, how Max was as a kid and bet upon her getting awkward about this situation. It was no surprise for Chloe that Max would be uncomfortable taking the heat. It might have been the attempt to proove to herself, that Max is not worthy of her redemption, since she wasn't there for her as a friend when needed and she wouldn't be there for her taking the blaime as well. It may be, that Chloe expected Max to be to shy to speak up and rejecting the blaime and she did this only to give her some payback. But it has nothing to do with her fearing the "wrath of the tool stepdouce".
wow what a great friend, potentially ruining Max's life because she didn't call after moving away.
Max didn't choose to move, and when she did move, Max did what normal people do, she moved on with her life. Chloe didn't try contacting Max much either (Until DN retconned that to garner more sympathy from players) Don't forget, Max was 13. Keeping up a long distance friendship at 13 in like 2009 wasn't very normal.
Chloe is a terrible friend and a terrible person. Using the dead dad excuse isn't going to change that
