It was the girls bathroom, a place she used herself when still enrolled at Blackwell.
You even see the bucket in "Before the Storm" when Chloe is decorating the bathroom with grafitti.
She also knew that someone pulled the fire alarm when Nathan was threatening her with the gun.
Max also said she took those pictures that day. So not that big a leap in logic to assume it was Max.
If you look at the photo there is very little detail there apart from the bucket itself and the butterfly, not enough IMO to recognise. The fire alarm could of been set off from anywhere, Chloe didn't know that it was triggered in the bathroom, if she heard the noise of the alarm being triggered then so would Nathan and he would of looked to see who was there.
I mean her being in the school at all is strange, she's an expelled student and walked right past the headmasters office to that bathroom, the same school that her stepdad patrols.
It just doesn't make a lot of sense when you think about it.
Though, technically Nathan and Chloe should have heard first the glass crashing on their shoulders before the alarm, since Max used an hammer on it. Nathan may have connected Max to that presence by the shards of the selfie, Chloe may have connected her by that butterfly detail.
