Location of Rachel's letter to Chloe?

I've played through the game twice, but on neither occasion have I found a letter from Rachel to Chloe that I've come across on the Wiki.

Where is it located? Frank's RV?

On the scrapyard in that little hut where "Chloe was here" and "Rachel was here" is written on the wall.

There is a trash can next to the benches and if you search it you find the crumbled letter.
You can only find it in episode 2 when searching for the 5 bottles with Max.
