Max broke the handle on Nathan's door by using a fire extinguisher to open the lock if this now makes sense because the handle and the lock isn't normally connected to each other or it was a really cheap lock who broke apart as soon the handle fell off.
It was open because there was no lock and and it's another reason why to sign the surveillance petition or Victoria is sloppy at closing the door before she leaves her room. Max doesn't lock her room either and Nathan walks in to her room and paints the wall.
We can agree by now girls dorm doesn't have any locks on their doors and the school is too cheap to buy new ones. Nathan whose dad owns the school understood the need of privacy and the rest don't want to spend money on buying a new door to a dormroom and them most likely don't dare to have anything of value in their rooms either, this can be an explanation why Max kept her best clothes at home.
Now we know why Max have to keep walking around with a bag, she can't leave anything in the dorm room of value because who knows when Victoria or Nathan want to visit Max room while she not there.
But once when you have to go in Victoria's room, Taylor amd Courtney leave the door open. But the second time, there is no explanation. At least you habe to open Nathan's room with fire extinguisher which makes sense aswell.
Having a license is much different than having a car. For her sake, it was probably more economically sound not to bring her own car if she drove one. There are people I know that end up maybe not having a license until their late twenties, commuting by public transportation since they dont need to drive. If you live in a big city, it's more convenient. Since Max moved to Seattle, either option is on the table, so its not a problem if she does or does not have one.
16 but as Jackenn points out above basically whatever the plot requires at the time.
