You can't save anyone, in another world the storm killed all those people. You never hear Max speaking after the sacrifice, you don't know that this is not the Max we played because she's at the funeral by the time chloe drives away from Arcadia bay.
On other hand you never killed anyone either, all those who died in the storm are all alive or at least their fetches are and as long the real copy doesn't meet its own fetch there won't be any issues with the authentic of the person but the fetch will never have the memories and won't be the same person either.
The chloe who was bound in the wheelchair was a fetch. This chloe wasn't our chloe and Max realized the fetch was an imposter. She wouldn't made the decision to sacrifice the fetch if Max believed it was our Chloe when Chloe is her priority number one.
The final decision is what will happen with our Max. Will our Max stay with our Chloe or will them both path away from each other. Max leaves behind her a dead fetch of Max and in the other world there's a dead fetch of chloe in the bathroom or both their fetches are found dead in the bathroom if Max chooses to stay with our chloe.
It's up to the viewer if Chloe died or if what was left in the bathroom was an empty shell.
but now i think that saving Arcadia Bay would be a better decision 'cause at first one human's life doesnt worth to sacrifice so many lives 'nd one city of course. Yes, you may be saying that they can build a new city, but you actually think that even authorities of this city care about it? Look around and you will see how many people there are homeless or trying to survive with 10$ in their pockets (yes, it's a game and in reality totally the same situation but as its a virtual world we can discuss about it with no remorse). Prescotts could easily just leave this area and live so gooood, i dont rly know soz
