Max keeping the torn photo in her Journal fits her character as we can see she keeps a bunch of other photos in there along with other random stuff taped in. The question then is why did he not find it before? That would be because previously Max tore the photo in the girls' restroom and dropped it on the floor prior to Nathan entering. He then found the torn photo when Chloe pushed him to the ground and kept it (he mentions finding it when he confronts Max and Warren in the parking lot). So, by tearing the photo in her room instead of the toilets Max prevented Nathan getting hold of it and instead she still had it in her Journal when Jefferson gets his hands on it on Friday.
